1. 招标条件Conditions
本招标项目中德（新疆）职业教育实训基地项目2号教学实训楼建设已由新 发改投资（2013）997号 批准建设，建设单位为中国. 新疆职业大学 ，建设资金来自 德国促进贷款 ，项目出资比例为 ：总投资的75%_来自德国促进贷款；25%为自筹资金_ 。项目已具备招标条件，现对该项目的施工进行公开招标。
This bidding project, i.e., Sino-German (Xinjiang) Vocational Education Training Base
(No.2 Teaching Practice Building Construction Project), is approved by XFGTZ Document [2013] No. 997. The Project Construction Unit is the Xinjiang Vocational University, China. Construction funds are from German Promotional Loan and have been made available. The ratio of project capital: 75% of total investment will come from German Promotional Loan and 25% will come from the Tenderee’s owner funds. The project is ready for bidding and now Public Biddings are invited for the project construction.

2.7 本工程招标共分_1_个标段。 2号教学实训楼施工图纸全部范围。
This tender includes 1 tender section. All tender contents will be included in the scope of construction drawings of No. 2 of Teaching Practice Building Construction Project.
3. 投标人资格要求Qualification requirements for the Bidder
3.1 本次招标要求投标人须具备房屋建筑工程叁级及叁级以上资质；有安全生产许可证，外省企业已办理进疆备案；项目经理须具备房屋建筑工程专业壹级注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在施建设工程项目的项目经理。
Bidders for this tender are required to have building construction qualification of Class III and above; holding safety production license. In case of being an enterprise outside Xinjiang, Bidders should, have gone through the filing formalities for entering Xinjiang.
The project managers acquire the vocational qualification of Level 1 national certified constructor in building engineering discipline and hold the valid certificate of competency in safety production assessment, and do not occupy the position of project manager in any other constructing project.
3.2 本招标项目招标人对投标人的资格审查拟采用的方式为： 资格后审 。
The method of qualification examination of bidders proposed to be adopted by the tenderer of this bidding project is post-qualification.
3.3 本次招标 不接受 联合体投标。
Bid in terms of consortium is not accepted .

凡有意参加投标者，请登录新疆建设工程招标投标网上报名。报名截止日期为2014年12月2日19时（北京时间)。
Anyone interested in bid shall make an application at www.xjztb.net. The deadline of application is 19 p.m. Dec. 2, 2014.(Beijing Time)
6. 招标文件的获取Acquisition of bidding documents
6.1 凡有意参加投标者，于 2014年12月4日至 2014年12月10日（法定公休日、法定节假日除外），每日上午10时至13时，下午16时至19时，到新疆职业大学购买招标文件。
Anyone interested in bid may go to Xinjiang Vocational University to purchase bidding documents at 10 a.m. - 13 a.m., 16 p.m. - 19 a.m. from Dec.4, 2014 to Dec. 10, 2014 (except public holidays and statutory holidays).
6.2 招标文件每套售价 1000 元人民币或者120欧元或160美元，售后不退。图纸每套1000元或者120欧元或160美元。
The bidding documents for one set are sold at RMB 1000 or EUR120 or USD160 . The drawings for one set are sold RMB1000 or EUR120 or USD160 .
6.3 邮购招标文件的，需另加手续费（含邮费） 300 元。招标机构在收到单位介绍信和邮购款（含手续费）后 2 日内寄送。
In case of a mailed purchase of the bidding documents, additional service fee (including postage) of RMB 300 is needed. The Tender Agent will send the bidding documents within 2 days after receipt of the letter of introduction and postage (including service fee).
7. 发布公告的媒介Media publishing notification of bidding
本次招标公告同时在“ 中国采购与招标网”，“新疆自治区建设工程招投标网”，“新疆信息网” 和“德国GTIA”上发布。
This invitation for bids will be published on both www.chinabidding.com.cn , www.xjztb.net . www.cei.gov.cn. and “www.gtai.de”.
